TLDR: No dataset supports the majority of child rapists and sexual abusers being white. Even in the most meticulously recorded dataset provided by the review, Pakistanis eek out a 1% majority over whites.
The 2020 and 2023 reports, while far from perfect, did acknowledge their own limitations. For example:

A 2025 review by the Centre of Expertise on Child Sexual Abuse found ethnicity recorded in 69% of cases. Within that subset:

>Reflects an overrepresentation of white offenders given that whites make up ~82% of the population.
This is a deliberate misunderstanding of the Pakistani rape gangs. Which were organised groups of men that held influence over the Police, local authorities, schools and social services, and which conspired to commit mass rape.
I agree there are grooming gangs. I disagree that these people influenced fuck all.

Uhmmm.... uhhhh. I cannot. Perfect example of WHITE incompetence and apathy. Those officers allowed that to happen, as did social work and other agencies. They didn't care about these kids.
