That's the insipid thing about these union agreements and collective bargaining; sometimes new state and federal mandates make them exempt if the union is big enough/has enough sway. I know from a friend in Canada, their union rules are carved away from general provincial Labor Laws, which seems fucking crazy to me. These union faggots incorrectly want credit for the 5 day work week/weekends, etc. But when it comes to modern innovation of labor rights, they don't want it for their dues paying thralls.
