Tl;dr was they decided nobody won the money. Binx sucked and Burt couldn't follow the simple instructions they gave him on the final house day so they just bet it all on a single spin of roulette.

Sam never wanted to give Burt the money because he's a genuine degenerate but they gave him a shot if he could follow their instructions on the last day to claim the money and he completely fumbled it. Also kept telling Sam and Jet he'd give a cut of the money to everyone, which made them (correctly) conclude gambling it in Vegas was better than giving it to Burt.

The lolicon guy isn't as bad as the guy who probably actually has victims, but they should still humiliate and bully him for it.
