There's obviously no real scientific reason, but it does seem like whenever an enemy ship powers weapons or raises shields, it's instantly called out by Sulu/Data/Whoever. So perhaps the radiation from weapons and shields is just too much of a dead giveaway.

Note how only the torpedo launcher decloaked during the firing sequence. So, that's maybe 50-100 m2 of target (estimated from the visuals) that is briefly visible on the scopes. That's both not big and long enough to lock onto. Because space is fucking big.
