It is, yes, but only because it's become so vague and ill-defined that even just a disinterested look or a depressed mood is called emo these days.
 
This person is a decent artist, but seem to draw nothing but Duck Tales fanart. Like this for example

Not gonna lie, the cow horrible photoshop abomination on the right made me laugh. Just fucking look at it! Look at the face it's making! :lol:

From what I've observed, you pay someone for a design they made (however badly designed it might be) of some person/creature/whatever.

I'm still a tad confused. Do they just give them money for drawing some creature or do they buy the rights to draw the character?

Actually, that would be a pretty badass video game enemy. Just seeing it creeps me out. Now, imagine it crawling towards you making hideous noises as you frantically fire at it with only 10% health left. And then you run out of bullets.

Don't worry, I'm confused about it, too. I'm pretty sure the person draws the design, and people come to pay for the rights to the design.
