Yes but grassroots won't reach everywhere, for example we feminists can't reach teenagers from very conservative households. Idk how to solve this problem.We all tend to think "we should collectively do x" = "x is the responsibility of the government," when that's not always the case. I think there should be more awareness of how to recognize abusive behaviors, but imo it should be mostly grassroots, partly because of what you pointed out about study time. Plus, a lot of awareness campaigns done in high schools can easily backfire because of teenage reverse psychology (D.A.R.E. is one example). The last thing we want is more teen girls dating abusive men because it's seen as cool and rebellious. Making it so they can easily access books and materials on their own would probably do more to help than making them sit through another class.
