QuarteringNews is the old The Publica YouTube channel. He just removed all of the Publica videos and rebranded it. You can see on SocialBlade from February to March where the channel lost ~500,000 views due to him removing all of the old videos.

In that single video, the second half is all about his plans for creating 1-2 minute daily news updates for this channel, because 'that's what people want.' Almost like his current shorts, but putting in some minor semblance of work.

He floated those plans a month ago, but all he's done since then is flood it with stolen shorts to bloat the view metrics for the channel.

This is the same tactic he used for his Jeremy Hambly channel. It was previously called QuarterCast, where he had been hosting his livestreams. For some reason he switched the livestreams to a -new- channel called QuarteringLive, and abandoned QuarterCast. Then in September of last year he changed QuarterCast to Jeremy Hambly, and was gloating about how many subscribers his 'new' channel had, despite it already having ~100,000 subscribers from it's previous incarnation.

Amusingly enough, his stated purpose of the Jeremy Hambly channel was to 'reclaim' his name from all of the videos showing up criticizing him, so that his videos would be on top of the search results for his name.
