So... More of a general question, but if his mother is alive and he is clearly mentally unstable; why has he or others like him not simply been committed?

Commit him to an institution to get the right regimen of meds and or therapy.

I think the honest answers are that Terry has always erred on the side of not enough of a perceived danger to others to warrant involuntary institutionalization and being one of the unlucky few for whom reasonable meds (with respect to side effects) just don't seem to work.

Terry is about as "unstable" as Chris.
He isn't a danger to others or himself (well, if you discount the alcoholism and unprotected sex with crack whores), so there is no basis for involuntary commitment.
The only way to get him into a home is if his parents/siblings pay for it, which was on the table for a while but Terry wasn't best pleased with the sentiment.

Terry talks about his life running up to and on 9/9/99, the day he ran over the CIA Nigger. At around 6 min he starts bringing up how he was at a low point in his life wanting to kill himself with the radio talking to him. Around 10 min in he goes in depth on the incident. While blasting Filter's Welcome to the Fold on the radio, he play swerved at a pedestrian who was stepping out on the median, gunned at it, and hit him, as his body went over the hood and broke his windshield. Some hot female cops came over and he got hauled off to the mental hospital, letting him out the next day. The next few days were crazy, with cops acting erratically, stopping outside his door, forced medication, and doctor visits.
