If Phil got a third time out of her, that means he was good for the total bill the first two times without issues. At the very least, if he'd had trouble fronting the money the first two times, she'd have made him pay up in full up front.

That being said, it's totally possible he ended up with extra fees (things like the non-identifying pictures) and possibly travel expenses from her delay (would explain his stress over the flight issues).
