As the resident Mormon here, I'm gonna clear a few things up:
Russ will not be allowed to attend the ceremony inside the Temple. He has been excommunicated, and it's a lot of hard work and hoops to jump through to work your way out of that. Depending on how severe his sins are (in Russ' case they're among the worst, just shy of things like rape, murder, and pedophilia) it can take a MINIMUM of a year if they even decide to allow him back. So there is no way he would be able to work through the forgiveness probationary period, get baptized again, get back in good standing as a member, earn a Temple Recommend again...just ain't happening.
He can wait outside the Temple and greet them as the come out. He can go into the Church Ward Buildings where normal church services are held. He can go to services if, say, his siblings had a baby and they were doing the blessing and invited him.
The reception will most likely be held at a Ward House or Stake Center. He is allowed to attend if he is invited.
