That is an extremely common delusion amongst pedophiles. They interpret children's normal behavior as flirting. Having bad thoughts is not a crime nor should it be. Writing those bad thoughts down should not be a crime in itself, but having the authorities keep an eye on them is certainly a good idea. Actually illegal actions should, of course, be punished. Pedos are always trying to push the envelope of legality. I remember back in the 2000s, there was a glut of "child modeling" sites. Since the kids were clothed (sort of), the pedos were crowing how it was legal and the feds couldn't touch them. The feds took that as a challenge and arrested several people running those sites. The charges stuck because it was ruled that nudity is not required for something to be pornography, it simply must be presented in a sexual manner designed to arouse. I really wish they'd crack down on those child beauty pageants because those are a magnet for child molesters. In the 50s they actually tried to ban comic books, so publishers were forced to adopt the Comics Code Authority, which led to actual thought-provoking stories getting canned. This lasted until the 80s when stores would carry titles that weren't approved by the CCA, then it just withered away when the world didn't end. They tried the same thing with music, but the industry fought back and that's why we have warning labels. It’s nowhere near as bad in the Prostestant churches. When caught, the Protestant clerics get the book thrown at them. Even when they are merely accused, the clerics don’t just go to the church next door, and they are usually defrocked (or, whatever the particular denomination’s term is). Most congregations talk to each other. The central authority is the problem. The Vatican was centralized and powerful enough to pressure/coerce the accusers, cover up the crimes and pay off the victims. Plus, according to Catholics, priests are a step above man, which means it’s a sin for the layman to accuse a priest of a sin. The Mea Maxima Culpa documentary provides a good summary of the psychological mindset of priests. As for your youth group, that’s for insurance purposes. Many insurance companies won’t provide coverage if certain protocols are not followed when caring for/teaching/etc. minors.They'll excommunicate if you're laity, if you're a priest, you just get shuffled around until you're someone else's problem. It's even worse in the Protestant churches because lots of places don't report to a central authority like Catholic churches do. Someone who's accused of molestation can just skip over to another church even in the same city if it's big enough, and start over. When I was a kid, and was still required to go to church by my parents, I was in the youth group. Even then, and this was in the early 90s, adults weren't allowed to be alone with kids for any reason. I never heard of misconduct, so maybe it was just a preventative measure, but that tells you this isn't a recent phenomenon.
