The problem is, if they did somehow "randomly" meet each other, in what world would there be enough of an instant connection for them to keep in contact?
Let's use the example you gave. She's in Seattle for whatever reason. Phil is returning his car. They're both in the city for reasons other than looking for romance. I know Phil is thirsty and desperate as fuck, but people who you just bump into on the street/at the store don't tend to instantly give away their number to a stranger, so they can keep in contact. Not unless they're specifically out looking for a hook-up/relationship, like at a bar or a mixer.
They've got shit to do, and Phil isn't exactly a charmer. His offline personality has been confirmed by third parties to be somewhat timid and not at all like the online "tough-guy" persona he puts on. He's not going to meet a random woman on the street and sweep her off her feet, instantly becoming long-distance lovers.
Maybe I'm just being cynical, but from my experience, people don't randomly meet IRL and immediately strike up a relationship, unless there's something going on, or it's at a place where you know people are looking for that kind of thing (bar/club/mixer/some other social gathering), which Phil denied from the get-go.
