Bobby is a manchild who tries desperately to fit with the "progressive" crowd. The direction of that crowd, in general, is that everything must be controlled by "the people", who are represented by the government - so in effect everything must be controlled by the government. However, the enjoyment he gets from Marvel capeshit overrides his convictions.
He doesn't give a shit about space exploration, so he just goes with the flow. At the same time, he does care about Marhvel or Mahrio, in fact he might care about those things in ways a normal person may never understand due to his :autism:, and that's stronger than his need to fit in.
The result is: mass-produced Marvel capeshit good, biggest advances in space travel in decades bad.
