He's not talking about Leanna taking DBZ DVDs, he's talking about her taking the Daria DVDs, which is why the then goes on to compare her to Daria. I'm not sure where people are getting the DBZ part? In full context, someone asked him if he like Daria and that clip was his response.
And for those thinking we're hearing FapGate 2.0, even if it was not a stretch (I believe it is), it will not be enough to ban him. He'll have to do it on camera again before they'll take action.
When it comes to the "Phil v Stupid" debate, it's a tough call. I think he may be of average intelligence all around. He has eked out enough 'success' to do this for a living for years, and has managed to navigate situations that would have ruined him if he didn't have a modicum of intelligence (and probably luck).
But it's Phil's massive flaws that obscure this. His laziness means that he'll never use that moderate intellect to try and push the envelope or improve anything. Instead he tries to dedicate it to finding ways to make money while limiting his own effort, and this is something that requires significant intelligence to actually make work. Phil doesn't have the marbles to pull it off, so it allows him to perpetually survive, but not to make any significant gains. He resorts to manipulating people, but his intelligence is only enough to rope in people who are notably lacking in intelligence themselves. Like Vidar, KG, or ThatAnonyShit.
Then there is his ego. This flaw limits Phil from learning from his mistakes, so any intelligence he has is then hard capped by the fact that the information he has to work with to make decisions is first filtered through the lens of "I did nothing wrong". This, again, allows him to survive because Phil's ego will cave just as he teeters on the brink, allowing him to use those smarts to do just enough to prevent his fall. This is also why he sounds so stupid when he speaks, because the brain gets filtered back through the ego.
As for his insulting of detractors for their intelligence, I think a lot of Phil's enemies are smarter than him (at least to the extent that they can actually be critical of him, while Phil cannot). But a lot are here to laugh and poke at Phil, not 'bring him down'. And, in a lot of cases, they're hindered by their autistic anger. Fred was not dumb and was undeniably smarter than Phil, but the ego and autism did him in.
