Are you actually saying that you want a law that can be subjectively interpretated? Are you supposed to convict people depending on their mental state (if they get horny for example) or how do you expect that to work?
Because there are a lot of shapes and figures that can be interpreted whatever way you want, for example the above drawing but also, if you put your mind do it, bathroom graffitti, old childrens shows etc.

Any law that depend on knowing the internal state of the one that the law is being applied to is just plain bad, just as I do not want to be convicted of a crime just because of the judge's personal opinion. What is the definition of 'bad'? Cartoon CP is questionable in terms of morality, but it's technically not against the law, unless it is based on a real person. However, it doesn't mean that it is accepted by the majority consensus. For example, remember when Doopie drew Hatsune Miku? People didn't like it, but she could get away with it, since Hatsune isn't a real person. This is why things like Boku no Pico exist.

In regards to whether drawn CP makes people more likely to reenact their desires on real children, just remember that even if it gets banned, people will find a way to obtain it regardless.
