Drivers who slow down for street crossers. I say this not primarily as a fellow driver, but as someone who occasionally crosses the street. I absolutely hate it when someone does this for me because there is almost always traffic coming the other way, so now I still can't cross but there's also a line of cars backing up behind him (making it even more difficult to cross afterwards.) Just let me fend for myself, I would have almost certainly been able to cross the street faster without your so-called help.

edit: Also, people who don't use turn signals or only flip them on after they've started the turn.
