He wouldn't even be able to find the main quest let alone be able to even hit anything (you know he'd run everywhere and drain all his stamina and build a mage and wonder why he can't fight with a sword).
Here's how Phil's Morrowind run would go.
1. He'd start by trying to steal the limeware from the census office, but have it taken away because he doesn't know the trick to keep it.
2. Complain about how slow he runs
3. Die to a mudcrab or a scrib after missing every single attack due to having an empty stamina bar and probably using a weapon he has as a misc skill. If fighting a scrib, complain about being paralyzed.
4. Get lost his first time trying Almsivi Intervention or Divine Intervention
5a. Have stream chat tell him about the Boots of Blinding Speed, but have his screen go dark because he didn't get 100% resist magicka before putting them on (he'll have some).
5b. Have stream chat tell him about the Boots of Blinding Speed, but he can't wear them because stream chat told him to pick a beast race.
6. Hit the rat lady when attempting the first fighters guild quest.
7. Have stream chat tell him about Creeper and how he can steal the orcish armor near him without a bounty.
8. Every spell fails because his stamina bar is still empty.
9. tl;dr the dialogue, especially if attempting the main quest.
10. He'll probably have Tribunal installed, so he'll get destroyed by the Dark Brotherhood the first time he encounters them.
11. "Where's your uniform?" after he drops Imperial Legion armor due to encumbrance.
12. And finally, the run ends with this message proudly displayed: "
With this character's death, the thread of prophecy is severed. Restore a saved game to restore the weave of fate, or persist in the doomed world you have created."
