Some people love being angry and I imagine that Bob is constantly angry because it distracts him from his misery. Take a look at this little gem from Page 1396...
The fact that his brother is married (with children) and his sister is getting hitched must be a painful reminder of what a pathetic and lonely little man he is. Speaking from experience, anger is almost like a drug in that it offers something akin to an adrenaline rush as well as the illusion of control and purpose. However, the truth is that being constantly angry makes you an unlikeable asshole, which in turn compounds your misery. The tragedy of Robert "MovieBob" Chipman is that he is trapped in this vicious cycle that will leave him forever alone.
No woman is going to climb atop this mountain of adipose (as I imagine Bob is too lazy to do the hard work) to later give birth to a brood of raging little spergs. All Bob has is his anger and delusions that his wrathful tweets as the Midwest will result in the glorious Superior Future™ he envisions. No Bob, is just makes you an impotent little man-child who cannot find happiness because he cannot put the goddamn phone down at a Cancun resort.

He may not be eligible right now, but I'm sure there's a movement of people (Bob included) looking to revoke the natural-born-citizen clause. If that gets revoked or at least the interpretation changes to allow for him to run, then he would be able to become President.
