Phil's problem is he's too dumb to interpret these sudden spikes of income as trends, and he just expects he's always going to get that, which is why he chimps out whenever he gets low "participation". He's probably spent all his earnings in recent weeks already because he thinks he's growing when he's just experiencing a fortuitous spike.
