No, you got it backwards. He's saying Luke as a whiny bastard is more in line with his characterization from A New Hope rather then him being some kind of mentor type like people were asking for. That was a thing from his dumb TLJ review where he rewrote TFA in his head.

Yes, because what is character progression? Amirite? He was whiney and naive when we first saw him in A New Hope, so he should always be whiney and should never act like he's matured or grown over the years.

Hell, that's one positive thing I can say about the prequels. I do kind of see how the experiences he went through in those, especially the last one, shaped Obi Wan into the man he was in A New Hope.

But wait. Didn't Luke grow and mature after A New Hope into a wiser, more determined Jedi whose idealism was tempered by experienc--oh wait. That's right. This is Bob Chipman. Chipman's ideal characters aren't suppose to change and should always remain in the mold that he envisions them in. Never maturing, never growing, (just like Bob himself.)

Bob simply hates it because as I have mentioned it before, it absolutely shits all over his superior future and deep down he knows that it is true.

Also the fact that Mike Judge in the film seemed rather balanced and blamed not only corporations looking for a quick profit, he also blamed the apathy of the common man which lead to the degrading future, and even in the intro jabbing fun at the smart people who were "too smart" to have a child.
 
No, Wall-E is Bob's version of the Inferior Past. The Superior Future is Wall-E but they're all black Muslims and there's Nintendo logos. Totally different.

Wall-E also shits on Bob’s Superior Future as well by showing the smug ignorance of humans abandoning Earth after it got polluated with trash and they ironically end up trashing their own health systems and physical strength. Bob hates the fact that the Democrats are trying to go back to the Rust Belt and try to help them improve their living conditions and lives and not abandoning them for the costal metropolitan

In terms of characters in Wall-E, Bob aligns more with Auto as they as selfish with others and misguided in their philosophy.
