Those are called close in age exemptions, or Romeo and Juliet laws. The AoC is also set at 18 for certain things, such as if the person is in a position of authority over you, if you are producing pornography, or, if legalized, engaging in prostitution. Even if 16 is technically legal, taking a naked photo of a 16 year old girl you are legally having sex with is still child pornography. Some places also have a higher AoC for homosexual acts, but this is rarely enforced anymore in the US, UK, EU, or Canada.

The way I see it if it doesn't hurt someone it's ok. I'm not going to hate or disassociate myself with my brother because he jacks it to the little girl form frosty the snowman. I would hope he has his shit under control but I wouldn't shun him.

That example makes me wonder if it isn't just something to do with the arrangement of shapes. I mean, there are characters that people draw porn of that have perfect circles for eyes, just a line for a mouth, and a little bump for a nose. What is it about those shapes together that makes the character appealing?

After thinking more about it, I'm actually going to have to agree with @PorcupineTree that it is a bit of a red flag if they maintain childlike proportions, but I suppose if they age up characters, it's really just the head/face that they find appealing. I dunno. The whole thing is weird to me.

I don't care what people fantasise about as long as no real victims are made. Fantasise about 15 horses ass blasting you while a crowd of babies watch if you want but just keep it at that like.
 
Should it be tolerated, to prevent intrusive control of people's private lives? Yes.
Should it be encouraged, publicly accepted, or described as "valid"? No.
Public shaming keeps people from getting sucked into it and minimizes nurture aspect of this stuff. If someone is borderline between preference for loli and vanilla stuff, and there's massive stigma attached to loli, they're going to try to stay away from it, whereas if they are true and honest pedophiles they still can use fantasy to keep them from offending in 3D.
