It's not that they're made out of tape, but fursuit head makers create a pattern for their fursuit heads by applying layers upon layers of duct tape or similar, drawing on it for fur pattern templates before cutting it off and then drawing around them to make sure they don't ruin their 50/60 dollar per metre fake fur fabric.

Regardless, a shit fursuit head base shape makes a shitty fursuit, which most of these ugly shaped things will be.

It's meant to be a rabbit - in fact for a minute I thought it was supposed to be a cosplay of the Black Rabbit of Inle from Watership Down until I did a google image search for the original picture. It's not as bad as a lot of the suits here, but the proportions are a bit off imo giving it an uncanny valley vibe.
