I’m pretty sure it’s in Alabama, unless there’s another county in another state with the same name as on the supposed application form Tonka sent Loy.
But we know for sure he’s in Alabama because the prank call had his mom talk about him coming in for work.

My late grandmother was a notary and she notarized some documents for my mother once or twice, and I know for a fact that neither of them were up to anything in those instances. I'd have to assume it's legal in my state, or it never occurred to them that it would be a conflict of interest.
