I'll grant you maybe he did. But lacking the full context on it, I'd assume--because they WERE talking about the folder as well--that Andy downloaded both thinking he's doing good. Which is why Andy shouldn't be allowed on the internet unsupervised. In any case, the fact that they were looking into this--which the law says is child porn--of their own volition is probably enough to have Ralph's freedom revoked.
