It means that if a man forces me into having sex with him it will always be rape as I don't carry any sort of inclination towards sexually desiring penile intercourse. Even if - in some horrid netherworld - rape becomes a societal norm I will never actually desire penile penetration.

As for why the GOP members don't assisinate Obama, of course some things changed since. People don't solve their differences in politics that way anymore. That was a different time in that aspect. People still had swords, dammit. It doesn't necessarily mean it was better or worse, the technology was different. We also have democracy, which was collapsing at that time in Rome.
The Roman Empire was not a democracy, though. Leaders weren't elected by the common people, rather they were placed there through bloodshed or familial ties. Even the ancient Greeks did not have a true democracy as only the select few influential men were allowed to have a say in government. Of course, that probably sounds amazing to you, but these were not democratic societies.
