Feel free to disagree with me, but it’s a fairly inoffensive performance. Not Oscar worthy, but inoffensive.
I do question whether the obvious “croaky” voice was worth it.

One bad performance does not disqualify one being talented. I didn’t like Steve Blum’s performance in that one DB game but I’d crazy to say he has no talent.

She's always mediocre as hell, she's not Sabat levels of bad but I can't think of a single character she's played that I would consider better than the original or even good on it's own merits.

To be fair, it's usually the director's fault for miscasts. I don't blame Monica for her being a shit Asui. The director is the one who decides what kind of voice to give each character.
