In some ways yes, but in other ways he's much more childish. Remember when he had a tantrum and threw his estrogen down a storm drain to manipulate Tweaker? Morally and ethically, he's also firmly stuck in a pre-moral phase somewhere before 6 years of age, where he simply doesn't have any morals or ethics and only acts moral or ethical in any way insofar as it will curry favor with people he needs to like him. In a number of ways he's more like a 4-5 year old at best.
