They should be decided by that but not prearranged. A society in women are attracted to those things and disgusted by seducers is enough. Arranged marriages existed in the past but weren't always the norm. What was a norm in every sane society was women were attracted to things you mention as they saw it like they see seduction, scumbaggery, rape, stupidity, backstabbing, burping, hitting people, maiming women etc today - attractive features. And since arranged marriages usually had some economic or political (often both) goal when they happened women weren't unhappy or felt forced. they were just arranged into something they'd likely pick anyway.
