A little of both; Hyper Light Drifter from 2016 has between 500K-1mil sales at $19.99 on SteamSpy, and it's been ported to consoles. It's as successful as an indie game made by a handful(less than 10 people on core team) of people can be. In fact, Teddy's only credited with Design(Idea Guy'ing with Alx Preston, the real creator), Narrative Design(Chelsea's angle for other things), and Producing(wrangling artists and managing programmers on a timetable). Interestingly, he's listed as Teddy Diefenbach so apparently he shortens his name for press materials/dating/public appearances. "Theodore Diefenbach" is a little too German Aristocrat for the L.A. scene I guess.Tokyo isn't cheap and unless this guy made a hit game I haven't heard about someone has to be bankrolling his gaudy ass. My bet is on trust-fund baby.
We've covered it before earlier in thread but for their next game, Solar Ash Kingdom, Teddy is currently credited with Design & Code, and Chelsea is just Narrative Design. The whole team numbers 9 to 13, depending on who's counted/left out on the two lists they have on their own site.
I'm pretty sure Teddy gets to spend company money on bullshit like "networking trips and dinners" but he's not top dog, Alx/Alex runs the whole shebang.
