You don't need to have a serious defect in your eyes in order to have on your DL that you need to wear corrective lenses. When filling out the paper work to get a DL you have to have a part filled in by an Optometrist, where they will put if you need corrective lenses. If things start to get blurry at a distance, and it doesn't have to be bad at all, they will mark you need them. It's on my DL I need lenses, and I just lose fine details at distance, I can still see what is what.
This meme that Phil is practically legally blind is silly. Do I think he has trouble making out some details? Of course. But I think most of Phil's problems come from him mentally checking out and not paying attention or caring enough to try to focus.
That might be state specific; I've had a license in a couple different states and none of them required an optometrist to fill out anything. Was a simple "Look at the chart and read line X." Not sure what the next step would be if I screwed that part up though.
