I think it's more the difference between "observant" religious Jews and "unobservant" ethnic/cultural Jews. You can be ethnically Jewish (i.e. belong to a family of Ashkenazi or Sephardic descent) and not practice Judaism at all. You can have Christian Jews, Buddhist Jews, atheist Jews, whatever you like.
