I get that it's probably tricky because he lives in another country, but my point is that an address isn't some private information to be hidden. Whenever I enter my house, my neighbors know me, the person, is entering Some Street #111. If someone's looking for me, they can say "oh, yes: she lives in that house over there". There is nothing illegal about that. If anyone had wanted to do Blaire some actual damage, they only need to drive around her area and wait for her to show up and follow her and see where she goes. That isn't necessarily illegal either.

Doxing applies to people like previously mentioned plebcomics and the people whose info CNN chased after they made memes they don't like. If anything, because they have protected identities. That's a different thing: they haven't disclosed this information to the public. To me, at least, for something to be doxing, you need 2 things: intention and release of information that is private. Addresses aren't. Phones, maybe.
