While dumb looking here, those eyebrows are pretty neat. The gradient is well done, colors are bright and generally sells unnatural as kinda natural. Using eyebrows like these part of anime cosplay of some sort could really work. The eyebrows could work even here if rest of the look was more suited, like better and stronger hair dye, different classes and loosing the piercings. There is just too many clashing elements going on the face that none of can really shine.

I think it would work a better if they (i cant tell the gender, too ugly) just stopped furrowing their brow and smiled. It's like the camera man voiced some wrong think a second before they snapped the photo, because that is not a happy look.
