This is precisely what happened in California state government. Lobbyists and Staffers have been there longer than the people voting. It basically moves all voting and decision making to a party policy.

If I'm remembering that scene correctly--and it's been a couple years, so bear with--it is not portrayed as glorious. The villain cherrypicks this group not because they're apt to become violent; in fact, a predilection for violence would tamper with his results. This is a group of people others are willing to believe could be violent, so as to deflect any suspicion; others also hate this group, so they won't care.
Don't know if the rebuke against a much more subtle bigotry was intentional, but it's there.
Tbh, it's why the meme sort of falls flat to me. The original scene is something that had a big neon sign hung on it that read, "This is bad and should not be happening." I'd have gone with the hallway sequence from Equilibrium, but that's just my humble opinion.

Like they'll look at Michigan, see they lost last time by 11k and go 'Okay, we need to come up with 15k 'extra' votes to win, and that'll give us a margin of a few thousand.'

One of the things I hope the RNC latches onto is the electoral compact between states: Tell people to get out and vote, because even if your state is sure to go red, other states will go with the popular vote, so fill those polls, baby.
