that this move is a super special move that only Lily's gardevoir has called "Surrender to madness." It's detailed on the wiki they keep for this thing. This is another dumb super special snowflake mary sue quality that we can only get from the great writer.
What makes it funny is that the wiki article on the move.

The article also details that the move drains both of their life forces and can potentially kill them both.
the context of the panel I've pasted is the panel where lily tells Gardevoir to traumatise children.
So going off that, Comic!lily is petty enough to use a potentially lethal, and illegal move to traumatise playground bullies.
Hilariously it relates back to the "heteros making me upseteros" GoW video where she claims continuity being unnecessary for good story telling, the fact they aren't even trying to stay in step with their own shitty world building completely kneecaps any claim she's a good writer.
The funniest part to me is he was mad that Bronies wanted a child to die in the series finale (I don’t watch that shit I have no idea what he’s talking about) but is totally okay with using an illegal Pokémon move on them. Sure he’s not killing them, but is traumatizing them much better?

Is Jerry going to ignore how the dark skinned girl is dressed somewhat inappropriately as well as the fact it feels like this would imply the baby ralts ends up being Jerry and Gardevoir's love child who would be a sexual relationship with its master after gaining more human sentience? It's just weird and implies ideas that make Jerry a hypocrite still.

This begs the question; After all this blustering about how Gardevoir-human relations are bad in his comic, here he is declaring these two lovers. Is it different because one of them is a hybrid? Is the end goal of this comic to be something like 'Love is love!' and the entire Pokemon world legalizes pokemon marriage or something? Is this just being treated as harmless fanart that isn't canon?

I don't know, because 'consistent' doesn't appear to be a part of this comic. Sometimes he's all for the LilyxG ship, but other times he's very insistent that it's an awful idea and neither of them can ever act on it, all the while giving the shippers more than enough fuel, as though he enjoys teasing them with the 'will they, won't they?' shit.

Having a unique special move only gardevoir can use is fine. Pikachu and Swellow had this when pickachu shocked them both with a lighting bolt to have this protective shield over them.

Dawn used Piloswime and Cyndaquill to make some kind of Fire-Ice ball in the pokemon Contest.

If you dont want G to go bye-bye and you locked up? Simply remove the 'this is illegal' bit from the cannon and just say it still drains life energy from both trainer and pokemon. That would cause less hassle overall also. Just show you in some pain and gardevoir panting or something in the next comic to show this has SOME kind of repercussions.

Being a Mary Sue is largely about how the world acts around the character. The world gives the Sue everything relevant to the story, rather than them having to work for it. That's what makes a Sue bad writing, the rest is just symptomatic. To keep the character from becoming a sue there must be complications that legitimately stand in the way of accomplishing that goal. What you propose would work if,
- They were in an environment where there's a constant threat of attack and the exhaustion is a significant vulnerability. Otherwise it's just "we're tired now, but that poses no risk so whatever".
- "Life Energy" is an actual finite resource and using it up decreases or removes the ability for follow up attacks. Otherwise it's "we're tired now, but if we believe hard enough (and we can always believe hard enough) we can play the 'I win' card until it we win regardless".
- The experience is so uncomfortable that Gardevoir shows reluctance to use it even when she needs to. Otherwise it's "sure it made me tired, but it's not that bad. I can do it any time there's even the smallest threat".
Without any of these, or something similar, it's not a material setback. One isn't going to happen because Gardevoir can't be shown getting her ass handed to her after a righteous use her powers. Two isn't going to happen because it's too tempting to make Life Energy an ethereal concept wherein a shortage can be overcome by believing hard enough. Three is ruled out because otherwise Gadevoir would have chosen some other attack, a pokemon looking at you and charging up some energy ball is intimidating enough for a child, and probably still overkill unless those are two very bad-ass bullies.

Regardless, the logistics of a fight between a well trained Pokemon and two children was never going to be interesting in the first place, and Jerry would never write a story that didn't demonstrate his "fixation with fantasies of infinite success, control, brilliance, beauty, or idyllic love" quoting the DSM 5's entry on narcissism. Personally I take more issue with the portrayal of bullying, and the escalation of force. An exploration of that could have been interesting, but instead we get "These two children are irredeemable. The light poke didn't stop them, bring out the Solothurn S-18".

One other thing that could of been said with the last panel; just say its Scary Face and not this super-special, only I can use it, mess of an attack.
Jerry's ego doesn't allow for anything simple or generic, like just a random scary face, when it comes his characters. It has to be something ultra special and exclusive because he wants anything he makes to be seen as super special and by extension, himself because pathetic people like him have a need to feel special 24/7.

He tries to say it's because of this and that, but anyone with at least average I.Q. can tell it's really because he unironically thinks the majority is always wrong simply for being a majority.
