Seems smart. Discourage angry and upset people from using the legal system, because that won't result in people taking the law, and their anger, into their own hands instead.

Can't say I blame them, the legal system is supposed to be fair to prevent people form ever having a reason to do that and punish them for doing it. If the legal system can't doing fucking job right they got no moral right to call out people from doing vigilante justice.
