Yes and no. In general, I'd say it's a lot like Game of Thrones S8E3, where it was the jump the shark moment for a whole bunch of people and became (in)famous as the fracture point despite the fact that the cracks had clearly been forming for a while. People didn't like the plot, or the structure, or the treatment of many of the characters (Luke and to a lesser extent Finn) and that part isn't really political.Other than having the older female space captain, is the movie that overtly poltitical, or is just ANOTHER thing with no overt or political undertone to signal where you stand on cultural politics regardless of actual quality or subjective appeal?

On the other hand, the "older female space captain" in question is Vice Admiral Holdo, who's absolutely terrible despite being played by Laura Dern. She has purple hair and spends the entire movie in an ugly cocktail dress instead of anything resembling a uniform, and acts like a cunt when her subordinates try to find out what the plan is. And the movie is 100% behind her on this. That part is political.
Remember she didn't had a plan. It wasn't until they were cornered like rats that she though "Hey, let's leave the ship that is well defended by shields in this small, slow and very easy to destroy shuttles so the First Order can blast the stranded remnants of the rebellion into oblivion in hopes we can reach this base of the rebellion so we can make a last stand against the Empire, which will probably anhialate us."try to find out what the plan is
