Transitioning generally aids in mental health care. The feelings of being the wrong gender don't go away. There have been experiments with injecting m2f trans with more testosterone and this hasn't ended up well. The solution for transitioning is the "best" we have, which doesn't mean it's very good.

Here's a fun fact. Grs results in a higher risk for suicide and a higher rate of psychiatric inpatient care. Also women who undergo the surgery has a higher risk of criminal convictions than women who don't. So at the very least I think it's fair to say that grs does not lead to better mental health.

I have thought seriously becoming a foster mom and I know some families who have fostered both sort term and permanent placement. One of biggest thing if you plan on fostering is that you need be mentally in good and staple place. Of course life happens and nobody is perfect but you should never start fostering when you are actively not doing well. Kids go in fostering because something bad happened and they are extremely likely to be traumatized, abused and/or neglected. Now they are in new place, surrounded by new people and have learn a new routines. This means the kids will act out and probably in extreme manner. They might act nice till suddenly snapping, horde food, scream, steal, run away and even get violent. Especially during the settling in period and right after that when “honeymoon” ends the foster kids are going to need a lot of support, patience and time. You can’t really do that if you have something else big going on.

If he knows that he is dealing with transitioning, he should not have become a foster parent. Not just because the normal troon crap but because foster kids usually need stability desperately. Daddy becoming “mommy” isn’t easy to normal child but someone who has already trust issues? That’s just so wrong.

Single people are absolutely allowed to foster, especially if they are related to child. Generally if kids aren’t related the rules are much tighter about everything. While single people are less wanted but as there are less foster homes than needy kids and if they are willing to take in harder find home cases like older kids, singles can become foster parents.

There's another interesting conclusion in that paper: transsexual individuals had been hospitalized for psychiatric morbidity other than gender identity disorder prior to sex reassignment about four times more often than controls.
