Our only source for that is Johnson himself. So take it with a MASSIVE grain of salt. Why? Because everything he says is designed to cater to Kennedy's politics. If he out and out says "I made her frumpy because Kennedy wanted it", it looks baaaad. So, while his own reasoning could be true, it could also be working reasoning backwards to avoid an ideological pitfall.No, that was Rian's idea. He wanted to have a character that looked like he/she wasn't from that universe.
The evidence for why you should consider this over it being Johnson's plan? The fact she... doesn't look out of place. Bland and boring, yes. But her suit fits with background characters, she doesn't do anything terribly out of setting (Though plenty cringe worthy), and she is never USED as a person out of place. In fact, she is used to exposit backstory of the universe TO Finn, making her very much a part of it. Thus, in execution, Johnson's claim is at odds with his statement.
