From what you're describing, it sounds like she was committing 1st degree retail fraud... Which the punishment could be up to 5 years in prison or a fine of up to $10,000. So yeah... she got off light.
If someone purchases items at a discount and intends to obtain a profit from it by getting a full return rather than the actual amount that was paid for... that is indeed a crime. It's like theft, but in a more roundabout way.

He has also shared some of his con experiences involving Vic. But, like many of the stories from the past year so far from other KVers like him, there's zero evidence to back them up. Which means they totally happened.
Notice how in the tweet from February he mentions having finally gotten the chance to meet Vic in one con in 2018 but then in the other tweets from November he mentions having been staffed at a con since 2006 and that he personally knows what kind of person Vic is.

But besides being a good little KV sheep, and an annoying, unfunny pest to boot, the reason for his addition to the doxdex and why you now see him here is due to him sharing a particular image of a female cosplayer flipping off Vic from a distance during a con back in 2016 to rile up some of the ISWV speds while making them think it was him. All to "protect" the original poster and to probably try and get some asspats for being such a good boy.

If when you bought something, you paid the cashier 2 bucks, then if you return it then you get 2 bucks back. You do not get to ask for 10 bucks back because you did not pay $10, you paid $2.

Did this end up in court? If the only documents were with something like the LAPD your luck may be mixed ever seeing them again. They should be subject to a public records request, though California is I believe the most insanely expensive state in the country for this. Normal county court documents are often as much as $0.50 a page.
If nobody went to the cops or court over it, there might be nothing to get.
And she might have got some pretrial diversion that would have ended in expunging any records that did exist.
