I realize this is a bit delayed in terms of replying (posted only this morning, yet 10 pages ago), but this is so very much the case.
China has a long, sordid history of this behavior. For example, when Mao was in charge he mobilized the workers to produce massive amounts of grain.
One village would say they could produce x bags, and the next would try and one up them until it got to be stupid numbers. So they would report that their harvest was FAR, FAR superior to the reality.
So the government would take a large percentage of the grain, while the village would be left with the rest. Because of these inflated numbers, many villages basically were forced to give all the grain they had to the government. Not because the government was evil and greedy, but because these people could not swallow their pride.
So Mao is left wondering wtf is going on with all these peasants starving in the countryside. He even visits a few farms, but the pressure on the people is so heavy that they do not tell him the truth. Those who did speak truth were punished.
Another thing you must keep in mind is the level of indoctrination each citizen receives. They are all well versed in the history of the CCP, they know to tow the party line. They also know that sometimes saying nothing can be better for them than saying anything.
For example, Mao at one point prompted this campaign where people could publicly state things they felt were at fault with the party. And so many students and young people did, because this was the cult of Mao and if he said to do it, then this had to be the way!
Well the higher ups in the CCP get pissed at Mao and so he does a complete 180. Now anyone who spoke up is labeled a "right winger". They are punished both physically and socially.
So knowing that this has occurred in your regime before, would you honestly risk speaking up?
