Frankly, the PLA's off-road vehicles not having any off-road capabilities wouldn't surprise me one bit. Their cargo vehicles should have a higher center than tracked vehicles and should be able to avoid getting high centered like an Abrams or Bradley or even a Stryker.
I've driven a 5-ton through 3 feet of water with the radiator fan disabled to prevent it from spraying water into the engine, through rough terrain. Hell, I've driven a deuce cross country through the woods.

That's probably how it went. OR, the initial runs (Gen-0 and Gen-1) of the vehicles worked as advertised, but then feature creep, new companies taking over part replacement, and shoddy maintenance led to complete garbage. Hell, just look at the US military's HMMWV problem. Gen-0 and Gen-1 were superior to CUC-V's and could be armored and were a definite upgrade from glorified pickup trucks.
