If I'm being charitable, I would suggest that Clyburn's point was as follows.

"Blacks having jobs is great and all, but the quality and dependability of those jobs matters. Having 0% black unemployment sounds good on paper but it doesn't matter much in the long run of the job they all have is "slave"".

I think he's factually wrong as I don't think working in the modern world is anything close to comparable to literal slavery; but he's trying really hard to get a jab at Trump in there.

Realistically, there is probably a discussion to have around "I have a job and can't afford to live" but it isn't a racial discussion as a lot of people have a hard time making ends meet.
 
The southern propaganda of "the idle negro", even during the time of slavery, didn't come out of no where. It came about because for a good portion of the year, there no or minimal work farm work for slaves to be doing. Or to put more targeted point on it:
Think about every movie you've seen about slavery. Think about how much of the movie was about cotton harvesting. Then think about this: what portion of the calendar year in the southern US is cotton ACTUALLY being harvested? (the answer might shock you! African American Studies majors hate him!)

The rest of the year, with the exemption of planting, the only work required of slaves was about the same amount of work required by free-men (which is to say 'back breaking' by modern standards) to live: chopping wood, hauling water, etc. But I say 'about' because depending on their owner, they might be required to pick up the slack of the main house.
But again, this is not say life was at the same standards- a house servant might stay in servants quarters, but the field hands lived in the cheapest possible dwellings, and were given fairly minimal food of the least expensive kinds that could be obtained. There is a reason you don't see beef dishes in traditional Soul Food cooking.

I actually have a distant memory from when I was around kindergarten age of hearing about Bush, and thinking it was funny because a bush is a plant that grows outside, not a name!!!

He PRESIDED over the fuckup, he tried to use the fuck up to further his agenda until the truth came out and he had Chocolate Jesus bury it, but he didn't make it happen.

First, very fast background on Fast and Furious: Fast and Furious was an outgrowth of a successful (depending on what you call successful) Bush-Era program called "Operation Wide Reciever" (which was a bit of play on Operation Linebacker during Vietnam). Wide Receiver worked with gun store owners to process and flag straw purchases, and then arrest the buyers as they crossed the mexican border. The idea had been to use the gun buyers to flip on their handlers, working their way up the chain till they got someone major. The problem was the straw buyers were not criminals, they were just stupid indo peasants and all the logistics was in Mexico. No one of any import was being busted, and the straw buyers were just cartel contractors with no valuable intel.

So Fast and Furious was conceived as the US side of a joint US-Mexico operation: use the Wide Receiver network of gun stores, but instead of stopping guns at the border, let them pass and turn tracking over to the Federales. Not a bad plan. Except, because this was a federal government program, serious fuck-ups both intentional and not intentional turned it into a shit show.

So, first was the unintentional. Fast and Furious was starting up just around the time of transition from Bush to Obama. This meant that the reporting of the program fell through some cracks as the ATF's management in the DOJ shifted. The people who should have been "well wait a fucking minute" were in transition meetings, and probably skimming reports and briefings.
The DOJ wanted proof these guns were going to the cartels before starting international cooperation - all the straw buyers were idiots working through intermediaries - to put this in perspective, it would be like someone doing business with an itallian guy in New York in the 50s; the guy might be mobbed up, but this could be the mobster's own side project, not something related to organized crime.
To get this proof, the ATF office head, working with a DOJ lawyer who (IIRC) was shifted to another office had the idea of allowing a very small number of ARs to "walk" - recording the serial numbers, providing them to the federales, and basically verifying that these guns were going to the cartels.
The US Attourney handed the case over to his successor, the plan was nixed, but no one informed the ATF.

Now the intentional fuck ups. Several ATF agents did not like the Agent in Charge. And they didn't like F&F, didn't want any part of it, but the AIC saw this as his way to make his career. So what followed was extremely malicious compliance, where they let hundreds of guns cross the border. From internal communications that came out, the AIC thought they had let a few dozen guns cross and then went back to Wide Receiver operations. The field agents did all they could to encourage him to maintain that impression, while filing their needed reports.

These reports went up the chain, and the US AG, as head of the DoJ, was getting breifings about F&F's status.... along with countless other operations.

The end result was everyone assumed the system was working as intented until someone started asking questions just prior to the Border Patrol Agent turning up dead. They hadn't gotten very far when the shooter was caught, the weapon identified, and the lid got blown off.


So the question that arrises is "What AG Holder knew, and when he knew it". Holder was using US guns turning up in Mexico to try to advance gun control platform, something he's been after since at least the 90s. He's a solid grabber.
Which means that, At best, Holder was incompetent as AG, and not reading his weekly briefings thoroughly (or not having someone read them for him and providing him a good summary.) At worst, he capitalized on an opportunity that presented itself to him. No sign-offs on F&F made it all the way to Holder.

A congresional inquiry was launched to find out this information, but Obama shut it down with executive privilege. I wish we'd gotten 1/10th the outrage about that as we have about Russian Piss Dolls.


But Holder did not mastermind F&F, he didn't create it, he didn't even approve it. It went off the rails because of Albuquerque ATF fiefdom slapfight drama. Holder could have, but didn't, stop it for reasons we'll never know thanks to Obama using the office of president to protect a crony. A crony who after stepping down, went to work for the banks Obama bailed out with zero criminal charges.
