From what I can tell, it's a common hentai portrayal of a woman who is effectively a cow, being the scenario that they're mindless, subservient, are literally milked like cows, and are bred akin to industrial animal husbandry. When these people (and Kevin) say they want to be "milked" or "bred," they're unquestionably referring to this very scenario since their sexuality is distorted beyond the point of any recognition and has devolved to wanting to reenact intentionally outlandish porn scenarios. Moving one animal is expensive and complicated. I doubt you can move an entire herd at a moment's notice, or cancel such a big operation without penalty. I know nothing about the business side (except it costs a lot), but I was at a stable once when a horse was loaded up to go a few states away. They were basically sold a slot on a trailer that arrived with other people's horses that were going the same direction. So, an already planned trip with or without them. I would guess a company takes the business they already have and plan schedules and routes based on fulfilling that, then sell what is left to anybody who can be accommodated along that route. An entire herd would probably involve multiple trailers/drivers with no room for other customers, which would throw a wrench in regular business.

Horses are expensive to transport because you can't simply herd them together lest one of them kicks the others to kingdom come. And trained horses are quite an investment.
(Alpaca) sheep on the other hand behave well in flocks so a sufficiently large lorry might even be able to transport them all in one go. They'd still need to book a lorry with driver, arrange insurance and all that of course.
