Maybe I'm overthinking it, but consider three scenarios:

1. Trump tells everyone what to do, they do it, things go wrong. There's a single point of blame, and it's easy to criticize.
2. Trump lets the state/local authorities handle things, and everyone gets it wrong. Everyone is to blame, plus you can blame Trump for not centralizing a response.
3. Trump lets the state/local authorities handle things; some places get it wrong, but other places manage it correctly. Now you have clear losers and winners, but the biggest risk is in the large cities, which are run by Democrats, who will catch a lot of individual blame.

I think option 3 is what they're worried about. If TX and CA both have outbreaks, but TX handles it better, then there's a clear difference in competency between Republican and Democratic states.

There's no outcome that would force them to praise Trump, because goalposts will always be moved and counter-factual speculation is sketchy. But multiple simultaneous responses allow for a direct comparison between successful and failed responses. You can prove that a governor/mayor had better options available when other governors/mayors are trying them out.

Leftists like Bloomberg spent a good chunk of time trying to capture state level offices to force through their agenda, and they succeeded in places like Virginia. Having those newly installed Democrats get shown up as failures is a legit setback for them.

(Edit: Scenario #2 also runs the risk of local Democrats looking bad, while giving Trump scapegoats for failure. Only scenario #1 guarantees Trump gets all the blame, which is why they're trying to push him into it.)

To be absolutely honest, I'm surprised that they're not trying to push for the 3rd scenario, especially considering how Leftists tend to pride themselves on universal healthcare, while shitting on da EBIL Reublyckans, literally trying to hold the country back, because they don't want even more of their money go to commodities that they have no control over. In their view, they should be able to handle blue states better than the red states doing it, but apparently the low (according to them) risk isn't worth the reward.

FDR was a miserable crippled asshole from a connected political family (who somehow shared genes and a last name with one of the coolest presidents ever), wavered on attacking the Nazis, supported Mussolini and his national policies, allowed the Soviets to basically cement their iron curtain after the war through treaties, and put Japanese people in camps on account of them being Japanese, but because New Deal, WW2, *mumble mumble* he's DA BESTEST PRESIDENT EVAR!

Calvin Coolidge was probably the most libertarian president ever and allowed America to explode in power and prestige in the 20's with as little supervision as possible, supported civil rights, and then got blamed when Hoover put government regulation on the economy and the Depression happened and is considered in the lower half of the Presidential ranking list because reasons.

As someone who works in the field, Historians are biased assholes who will say anything if it makes them look smart and sells books (not all though, plenty of historians are awesome people, but the most visible ones have to fall in lock step with their peers to gain support and have things reviewed and published, and guess what political leanings they have, being the spawn of 1960's to modern academia).

I would hope that most people in the future could think for themselves and make their own observations, but remembering that most peoples real knowledge of the founding fathers today thanks to our failing public school system is fucking Hamilton, I doubt it.
