No, they aren't. A single Chinese billionare is virtue signaling and showing off his glorious chinese dick to everyone, metaphorically speaking. I don't even think any of that shit will ever be shipped out of China, if he tries the CCP will just steal it from him before it ships.
Lets all try and forget the reason why a lot of these countries are out of supplies is Goblin Resellers and Buying Agents (daigou) swooped up and bought entire fucking cities worth of supplies and mailed them to the other pollution goblins, who wasted and ruined them.
Actually you missed the point. It's political signalling and part of this:

Italy is one of the few (developed) European countries that joined the plan. So is Iran, which location holds significance, so are the countless other countries that China is now supporting. China/Russia wouldn't want yet another American military base near Pakistan and their own, when there's already India.
Buying masks make no sense. For Australia, those kind of ran out during the fires. For everywhere else, one would have to be a retard to attempt reselling since 1) China makes 50% of the world's masks, they don't need any and 2) The state will fine people for making a profit off reselling.
Why buy fucking masks at $7 each when on Taobao, you get 5 for $20, shipped? That's utterly retarded. People like myself are getting masks FROM China at this point since it's been out of stock big time locally and I'd rather not support those pandemic merchants. I think those ebay types swooped in and bought them all to sell at a big margin. That makes far more sense and money comes far quicker. It's possible that some retarded slants bought a bunch, they made a massive loss, good riddance.
Oh and guess what Taiwan did? They banned all exporting of masks when the virus happened. Of course mainland slants whinged about it, but that's the correct fucking response. Why didn't we do the same? Isn't Taiwan some westernised democracy blahblah rights and blah? They did it, so should we.
