He's tweeting about ratings in the middle of a pandemic because tweeting is a low effort, low investment form of communication. He probably saw the article, hit Share, composed a reply, and hit Send in the space of about 30 seconds.
Trump has time to use Twitter because Twitter is fucking garbage, and it's the people who think Twitter is super cereal business that are getting upset about it. The President is likely shitposting from the shitter while actually shitting, without losing a second of productive time, and it's consuming the entire attention span of his enemies.
(I don't know what to call it when someone reveals their own triviality with their arguments/complaints. It's not quite cognitive dissonance; we need another word for it.)
