Is this coming from DEA data or what?

Does the DEA count heroin brought into Canada from Afghanistan and then sold across the border- perhaps after further refining- as Canadian heroin?

Its from memory tbh, but every region has different impurities due to how it’s produced. Sometimes it’s visible and obvious (like black tar heroin is very different) other times not so. I suppose that could be done (on a large scale), but it doesn’t make much sense to me with the types of heroin found in the US. So the west coast has always preferred black tar for as long as it has been available. So, it wouldn’t be making it into there.

you have the border states(along Canada), but as a drug travels further in the country it generally gets more expensive (you also see this variation in city/suburb/rural). The price variation wouldn’t make sense for it entering from Canada in large amounts. Not saying it isn’t possible, but it would be odd to me anyways. I haven’t really looked into it in the past few years so it could have changed.

also, there would be no need to further refine it to smuggle into the US. The naming is kind of weird as Heroin #1 refers to morphine. #3 is just heroin freebase and it wouldn’t make much sense to add the HCL (#4)in Canada. I’m not sure which form Canadians typically get, but I do know it originates from Afghanistan. Seeing the shitholes it goes through to end up in Canada it would be way cheaper to add the HCL along that route. With the regional variations noticeable in heroin Canadian heroin (which is known to be from Afghanistan) would be detected in large amounts pretty quickly. AFAIK that hasn’t happened, but it could have.

If you’re in Canada and wanna setup a smuggling network to Vermont you would probably make a killing.

As much as I dislike the Chinese, it is totally impractical to think that Africans could perform the full range of industrial activities Chinamen do.

Could some of them perform the basic tasks in say, textile manufacturing, that Chinamen would? Sure. But there would need to be on-site management and QA from outside (probably China) to ensure they meet some minimum quality level. The Chinese are already working on making sure they capture those kinds of opportunities.
EDIT: I will note that while I have only visited, haven't worked, in Africa, I am familiar with outcomes for the likes of Philipinnos and Indonesians under foreign management. The Chinese, generally, can get it right, and will work with other competent outsiders to keep things in line. Indians just get their usual corrupt nepotistic empire-building going.
