It really has to make one wonder why he is skulking about in parking garages so close to daycares. Last time it was a parking garage close to a high school. Its starting to become a pattern with him, not that it surprises me. That said, is he even supposed to be wandering around at all at this point during the day? If there aren't any restrictions on going to public places and wandering the streets like this there soon will be. I'm not sure they really care about out of state randos reporting shit. It's not like he can stay completely away from these places anyway. But if he's lurking around them creepily for any period of time I'd at least hope someone would report him. Someone local who actually sees it.

When its regarding kids they kind of have to take it seriously unless its someone blatantly bullshitting them. Questionable people messing around near daycares and schools isn't the kind of thing that can be easily ignored, particularly when evidence for it is provided by lucas himself and can be provided. Not to mention alot of places have explicit policies about taking all such reports seriously by default, kind of like 911 does. If he ever got too close to a school or whatever and actually tried to do something or freaked out a parent or whatever and it ever got out that his behavior had been reported and ignored...especially with his background and history, it wouldn't be likely to end well

That said, its a little early to be considering the reporting side of things. It could be a coincidence. If on the other hand that kind of behavior becomes a regular habit its a huge red flag and frankly should be documented and reported
