Could be vandalism, or could just be that everyone's fucking forgotten about it. If it wasn't particularly well-made in the first place then that could just be natural wear and tear from the elements and it flapping about.
The Boof has apparently decided he's moved on from his activist/avant garde phase and is sure that one of his latest acting projects is going to bring him back to stardom... he's probably deliberately trying to pretend the whole "flag incident" never happened.
